Akerlof



George Akerlof publicou, em 1970, um magnífico paper sobre o mercado dos lemons (carros usados nos EUA), que acabou por lhe render o Nobel da economia.
Trata-se de um trabalho de uma simplicidade aparente que, porém, não ofusca a sua genialidade.
Entre os vários conceitos trazidos a lume está o da assimetria da informação (e as suas consequências para os mercados), mas também o dos custos da desonestidade para estes mesmos mercados (que o autor centra nos  exemplos das chamadas economias subdesenvolvidas, identificando o custo da desonestidade com a destruição, no limite, do próprio mercado).

Dei comigo a pensar que muito do que Akerlof diz pode ser aplicado (não directamente, claro) aos actuais mercados de dívida pública e às suas dessintonias, aparentemente irracionais, pelo menos em alguns casos.

AMELIA


Amelia Earhart (1897-1937)
Amelia Earhart was an American aviator, one of the world's most celebrated, who was the first woman to fly alone over the Atlantic Ocean.
Earhart moved often with her family and completed high school in Chicago in 1916. She worked as a military nurse in Canada during World War I and as a social worker in Denison House, Boston, after the war. She learned to fly (against her family's wishes) in 1920-21 and in 1922 bought her first plane, a Kinner Canary. On June 17-18, 1928, she became the first woman to fly across the Atlantic, although she was only a passenger. The same year, her reflections on that flight were published as 20 Hrs., 40 Min. She married the publisher George Palmer Putnam in 1931 but continued her career under her maiden name.
Determined to justify the renown that her 1928 crossing had brought her, Earhart crossed the Atlantic alone on May 20-21, 1932. Her flight in her Lockheed Vega from Newfoundland to Ireland was completed in the record time of 14 hours 56 minutes. After that flight, she wrote The Fun of It (1932). This soon led to a series of flights across the United States and drew her into the movement that encouraged the development of commercial aviation. She also took an active part in efforts to open aviation to women and end male domination in the new field.
In January 1935 she made a solo flight from Hawaii to California, a longer distance than that from the United States to Europe. Earhart was the first person to fly that hazardous route successfully; all previous attempts had ended in disaster. She set out in 1937 to fly around the world, with Fred Noonan as her navigator, in a twin-engine Lockheed Electra. After completing more than two-thirds of the distance, her plane vanished in the central Pacific near the International Date Line. Although her mysterious disappearance has since raised many questions and much speculation about the events surrounding it, the facts remain largely unknown.

Ola John



Ola John, acabado de chegar ao Benfica, declarou logo numa entrevista que está satisfeitíssimo porque o novo passo na carreira lhe permitirá mostrar-se na Champions e chegar a um grande clube inglês.

Houve quem se surpreendesse e indignasse. Para estes, o dicurso de Ola John devia ter sido alguma coisa parecida com isto:

"Sou do Benfica desde que nasci (...). Nasci na Libéria, mas já nessa altura seguia o Benfica. Jogar no Manchester United? Barcelona? Real Madrid? Para quê? Tenho 20 anos e espero nos próximos 12, no mínimo, estar ao serviço do Benfica. É o meu sonho. Este é o maior clube do Mundo e os adeptos são fantásticos. Pena ser raro sermos campeões, mas para o ano é que é...!!".

Haja pachorra. E para Vieira também.

Adeus, Grécia (parte II)


Ao abandono da Grécia da zona euro, seguir-se-á, naturalmente, o posicionamento de Portugal na primeiríssima linha da frente. Mais precisamente, na linha de fogo.
Espanha será também ainda mais pressionada. Porventura, irremediavelmente.

Perdida a primeira grande batalha (a da Grécia), seguir-se-á o colapso.
Não tinha que ser assim, mas não vejo como não venha a ser.
Este baralho não tem jokers.

O sonho na bagagem

Costumo dizer que a geração daqueles que tinham 20 e poucos anos em 74/75 trazia o sonho na bagagem.
E isso ainda se nota, de algum modo, hoje, quando estão à beira dos 60.
Têm uma maneira de dizer e de sentir que os torna peculiares. Cultivam, ainda, uma "atitude", embora a maior parte se tenha perdido, já cansada, nas sempre sinuosas escolhas entre a liberdade e a igualdade.
Mesmo assim, distinguem-se.
Deve ser por terem tido o privilégio de "acreditar".
Que inveja.

RTP INFORMAÇÃO ("Zona Mista"): Gobern


Estava a decorrer o final do Benfica-Braga e o "zona mista" da RTP estava a emitir em directo.
João Gobern foi fintado pelo plano das câmaras e, perante o emocionante final do jogo, não resistiu a erguer um punho quando o Benfica, inesperadamente, decidiu o jogo a seu favor, com um golo já nos descontos.
Foi um movimento fugaz e genuíno. Até furtivo. Mas as câmaras, por um azar dos Távoras, não apontavam, em grande plano, e como é costume, para o debitar de banalidades politicamente correctas com que Bruno Prata brindava, naquele momento, os telespectadores.
Resultado: João Gobern foi dispensado do programa. Despedido.

Que a RTP é um ninho de trogloditas já se sabia. Que já devia ter sido desmantelada (ninguém quer comprar tamanha sucata...) também.
Ficámos agora a saber que a RTP é, igualmente, cretina. Tout court.
Gobern era dos poucos jornalistas que, nestes formatos televisivos de futebolês, se exprimia com correcção. Sabe conjugar um verbo, o que é raro nestes areópagos do comentário desportivo, nos quais cada comentador veste sempre uma camisola (mais ou menos disfarçadamente, tal como Gobern fazia).
Gobern sabe de bola, sabe falar (coisa rara e, certamente, pouco apreciada) e andava longe do politicamente correcto (mesmo quando criticava o Benfica, Pinto da Costa e quem mais lhe apetecia). Era, por isso, estritamente necessário saneá-lo assim que possível, ao mínimo pretexto.
A ocasião surgiu com o gesto genuíno e impulsivo.

Claro que é de Brunos Pratas que a RTP precisa. A trocar os "b"´s pelos "v"´s e sempre muito politicamente correctos. Bem arranjadinhos e a usar palavras caras de que não conhecem o significado.
Façam bom (ou vom?) proveito.

O charme da derrota


O Benfica perdeu hoje com o Chelsea.
Já tinha perdido em Lisboa a jogar bem.
Hoje, jogou 60 minutos com dez, sem centrais (e depois sem lateral), contra doze e marcou a cinco minutos do fim.
Com 3 mil adeptos a berrar, no estádio, do princípio ao fim, mesmo a perder.
Too sexy.

A desgraça da golpaça

Ficamos agora a saber que o que faz disparar a fúria impante de José Seguro não é o desemprego, a crise financeira, ou os desmandos do Governo no que toca à gestão de algumas pastas.
Não.
O que desnorteia Seguro - e o põe a bramar na arena mediática - é que um comentador político etiquete de "golpaça" as suas manobras de revisão estatutária no PS.
É verdadeiramente extraordinário.
Será que Seguro tem noção de que, doravante, fica permanentemente obrigado a responder aos dislates dominicais de Marcelo, com fúria proporcional à que desta vez usou?
É provável que não.

One definition of insanity is to do the same thing over and over again and expect different results. Germany’s determination to impose a fiscal hair shirt on its eurozone partners did not work in the “stability and growth pact”. Is it going to work in the “treaty on stability, co-ordination and governance” agreed last week? I doubt it. The treaty reflects the view that the crisis was due to fiscal indiscipline and that the solution is more discipline. This is far from the whole truth. Rigorous application of such a misleading idea is dangerous.
Such concerns may now seem remote. The longer-term refinancing operations of the European Central Bank have relieved pressure both on banks and financial markets, including the markets for sovereign debt. In the two tranches of this completed operation, banks have borrowed more than €1tn for three years at just 1 per cent. Italian and Spanish 10-year government bond yields have fallen below 5 per cent, from peaks of 7.3 per cent for Italy and 6.7 per cent for Spain late last year. As important have been declines in credit default swaps on banks: the spread on Italy’s Intesa Sanpaolo has fallen from 623 basis points in November 2011 to 321 points this Monday.
Yet the crisis has not passed. To varying degrees, the vulnerable countries are in lasting difficulties. Would these fiscal disciplines have saved the eurozone from its wave of crises? Will they pull afflicted countries out of these crises now? The answer to both questions is: no.
The fundamental new rule is that a member’s structural fiscal deficit should not exceed 0.5 per cent of gross domestic product. In effect, this would require countries to run structural surpluses. Moreover, if a country has debt over 60 per cent of GDP, the excess shall be eliminated at an average rate of a 20th of the excess each year. A country such as Italy, with debt at about 120 per cent of GDP, would lower the ratio at a rate of 3 per cent of GDP each year. This framework is the one to which all eurozone members must accede. These rules are to be embedded in law, preferably constitutional law.
This treaty raises deep legal, political and economic questions.
It does make economic sense to target cyclically adjusted rather than actual deficits. But the improvement in economics is at the cost of a reduction in precision. Nobody knows what a structural deficit is.
This is no quibble. Consider the structural fiscal positions for 2007, the last largely pre-crisis year, estimated by the International Monetary Fund in October 2007 – in “real time”, as it were. This was a year when the indicator needed to scream “crisis”. Yet it showed Spain with a large structural surplus and Ireland in structural balance (see chart). Both were even in better shape than Germany. Greece did have a sizeable structural deficit. But the French deficit was worse than that of Portugal. The rule would not have discriminated between vulnerable countries and immune ones because it ignores asset bubbles and financial manias.
The IMF then had second thoughts. By October 2011, it had concluded that Greece’s structural fiscal deficit in 2007 had been 10.4 per cent of GDP, not 4 per cent, and Ireland’s 8.4 per cent, not 0.1 per cent. This is not a criticism of the IMF. It merely shows that the concept the eurozone wishes to embed in a new treaty will fail when accuracy is most needed. The true structural deficit is unknowable.
Consider the political and legal implications. Would elected governments accept the guesstimates of unaccountable technocrats? How, moreover, are judges to reach a decision? Are they to evaluate the merits of alternative econometric models? Since huge changes in estimates of structural deficits are likely, how is a government to adapt? Putting an unmeasurable concept into the law seems mad.
Right now, a row is brewing between the European institutions and the newly elected Spanish government of Mariano Rajoy. The latter has stated that his government is going to target a fiscal deficit of 5.8 per cent of GDP, down from the 8.5 per cent achieved in 2011, but well above the 4.4 per cent it agreed with the Commission. The latter will huff. But it cannot compel a sovereign government to do what it wants. Spain’s partners can refuse help. But that might redound on themselves.
Spain’s fiscal difficulties are a consequence of the crisis, not a cause. The country experienced huge rises in private debt after 1990, particularly among non-financial corporations (see chart). The overhang of residential construction also rules out substantial household borrowing. Given this, a sharp reduction in government borrowing is most unlikely to be offset by more private borrowing and spending. The result is more likely to be a far deeper recession, along with little progress in reducing actual fiscal deficits. At worst, a vicious downward spiral may occur. Instead of forcing Spain into rapid fiscal retrenchment, it would be far more sensible to give the country the time it needs to let the bold reform of its labour markets work through. This is going to take a number of years.
Yet if the eurozone is to be willing to provide the time needed for such adjustments to occur, the surplus countries need to be aware of their own role. Without doubt, the parallel emergence of current-account surpluses and deficits, the flow of cross-border finance and the folly of cross-border lenders played huge roles in causing today’s crisis.
In a paper published last month, the Commission indicated its intention to examine a number of countries running external deficits. These sinners are even named. Parallel analysis is needed of the surplus countries. The paper even raises the issue. But it does not dare to pick out specific surplus countries for close analysis. The eurozone is at war with double-entry bookkeeping.
So, yes, the ECB has bought the eurozone some time. But little yet suggests that a way has been found towards the necessary rebalancing of the eurozone economy and, above all, towards achieving the desired mix of reform, adjustment and a swift return to growth. The chosen way looks instead to go via years of one-sided adjustment and painful austerity. Will that work? I very much doubt it. At best, we can expect many bumps along that road".

Sobre a Europa da fraternidade e a própria Europa

Por um destes dias, pediram-me que escrevesse um texto (de que deixo aqui um trecho) que se subordinasse ao tema "Da Europa da fraternidade à Europa económica".
Como era uma encomenda envenenada, guardei-me para o fim-de-semana e, claro, dei comigo aterrado: desde quando é que pode dizer-se que a Europa foi, por um segundo que fosse, "fraterna"?
Não lembra ao diabo...
Mais interessante é a discussão sobre se a ideia (ou alguma ideia) de Europa verdadeiramente existe (ou existiu).
Também não me parece.
Mas resta a teoria que vê o Humanismo como o traço identitário da ideia de Europa.

Com efeito, volvidas as duas Grandes Guerras, poder-se-ia, porventura, considerar o Humanismo como o património comum a uma certa Europa e a base para a construção de uma ideia de “Europa”. Sobretudo graças às lições do século XX, a que Alain Finkielkraut – valendo-se da experiência da II Guerra Mundial – chamou o “século da desumanidade”.
Sucede que o Humanismo – o respeito pela indeclinável dignidade do Homem enquanto valor absoluto e autónomo – não pode ser reclamado por um único conjunto de nações e nunca poderá, por definição, ser o traço identitário delas (ou de um conjunto delas que aspirem a buscar nele a essência da sua diferenciação). Tudo porque o Humanismo não pode, pela sua natureza intrínseca, conhecer fronteiras: trata-se, com efeito, de uma doutrina que, tout court, absolutiza a dignidade do Homem. Logo, sempre terá que ser, forçosa e radicalmente, transversal, não sendo, pois, passível de que nenhuma nação ou pátria (ou um conjunto delas) se aproprie dele.
O respeito pela dignidade humana não tem espaço, não conhece fronteiras. Não tem género. E não tem pátria. Muito menos continente.
